Hold the gas tank against the body of the vehicle while you remove the nuts or bolts  that hold the fuel tank straps to the  jeep's body, next, move the straps out of the way and begin to lower the fuel tank down slowly.

Before the gas tank is all the way down disconnect the fuel line from the fuel pump module as shown in the image. ( If you don't unplug the fuel line pryor to lowering the fuel tank all the way down you run the risk of breaking the fuel line )

Once the fuel tank is on the floor, remove the plastic ring that fastens the fuel pump module to the fuel tank. ( It un-screws counterclockwise just like any other lid does.)  This is a fragile part and it is recommended to use a fuel pump ring removal tool.

Carefully lift the fuel pump module and remove it from the fuel tank. ( Cover the fuel tank with a flat piece of metal to avoid dirt and other particles to enter the tank )

If you still have doubts about weather the fuel pump is bad or not, you can apply power to it from the battery of your vehicle once it has been removed from the fuel tank as shown in the image . ( red is positive and black is negative ).

NOTE: Don't perform this test on the new fuel pump, you could damage it by operating the pump dry.

Install the new seal on the tank prior to installing the new fuel pump module, to make installation easier, apply a light coat of vaseline to the seal to allow the module to slide in, notice the arrow pointing in the direction of the fuel line;  apply downward pressure to the new fuel pump module with one hand as you screww the plastic ring in with the other hand.

Install the plastic clip on the metal fuel line and apply a light coat of vaseline on it to avoid damaging the seals on the fuel line as you connect them together when the fuel tank has been lifted back up with the floor jack and it is almost all the way up.

Proceed to install the remaining items in the reverse order they were removed, once you are done connect the negative battery cable back on and start the engine, inspect for fuel leaks, if you don't see any you can lower the vehicle to the ground and take it for a test drive, on your return, inspect for leaks again, if you don't see any you are done.
